It's tempting to believe that this sort of thing could only happen under
dictatorships, but if something similar to what happened in Egypt or Libya
were to happen in any of the "democratic" countries you can be quite
confident that they would also head even more expeditiously for the off
switch.  They might or might not succeed in shutting things down,
depending upon the architecture of the network, but you can be sure they'd
make a determined effort.
