It's probably off-topic for this list.  To any regular citizen who 
hasn't paid attention to any of these issues the contents of the 
presentation - assuming that it's authentic - might seem surprising.  
But if you're from the AI/robotics research world it's barely cause to 
raise an eyebrow.  Just the standard spiel which is often trotted out.  
The "grey goo" narrative was fashionable at around that time (2001), but 
is largely discredited now.

Since 2001 there has been extensive and ongoing military telerobotics 
development, particularly in the air, but also on ground vehicles.  The 
DARPA grand challenges were part of that effort.
