I hear that primary purpose of the these SPI flashes it to put the
hardware specific firmware in there and run (perhaps UEFI) generic
operating systems on the larger storage like eMMC or SD card. In case of
the Raspberry Pi 4, this could the GPU firmware and other blobs that can
boot u-boot/kernel from SD card. I haven't read about the situation for
Raspberry Pi 4 specifically. So it is wishful thinking at this point.

If the SPI flash comes pre-filled with the necessary binary blobs, it
could still mean simple write image to SD card and then boot.
