The original issue was not fixed in firewalld package in Debian.
However, we implemented a workaround in FreedomBox as part of 19.2
release. This is yet to flow into Debian testing (waiting for an unblock).

Until you have 19.2 release of FreedomBox don't install OpenVPN.
