[Fsf-Debian] GNU Emacs docs (and GCC and others) are not DFSG free

It would also be easier for derivatives that want to include those 
packages, but none of the others in non-free. If there's currently a 
better way of syncing all GFDL packages than "debmirror 
--include=<handpicked list>", I'd love to hear about it.
