Yes, you still need an OCS Inventory server to collect the inventory.
This will change in the coming weeks when the FusionInventory plugin
will be release for GLPI 0.78.

The patch was only for the software deployment.

Yes. Actually, you can already activate HTTPS when you do SNMP/Network
discovery from the server.
