local echo on minicom

Setting up local echo in the configuration under Screen and Keyboard
doesn't seem to work.  Even with with local echo YES, echo is still
off when minicom is started.

Then, when setting local from the keyboard, CTRL-A E the message
says 'Local echo OFF', which is correct.  I must then toggle it
again (CRTL-A E) to turn it on.  At that point, local echo works
as it should.

Even though minicom "thinks" local echo is on (thus the toggle
message 'OFF') it's not functioning as it should.

Could this just be something I'm missing or doesn't it work as
it should?
