Given that SNMP is enabled and that the public ro community is enabled
stuff just works for us...

If you drop the MIB in a directory called mibs you should be able to 
do:
snmpwalk -m PowerNet-MIB -M +mibs -Oq your-ups public enterprises
and get a nice tree, but I guess you already have tried that...
