Note: I checked out and recompiled the latest SVN before proceeding with
anything else.

I've attached the log of "newhidups -u root -DD auto" to this message.
I'm still fighting with hotplug to get it to set the permissions. I'm
down to the point where I made a hotplug script that should echo
something to a text file whenever ANY usb hotplug event happens, and
still nothing shows up despite repeatedly restarting udev and hotplug.
I'm beginning to think that the only way to figure this out is to go
down to the machine I am working on and physically plug/unplug the USB
cord (which won't be too bad since I will be heading down there to test
the beeper and so on already).

Interestingly, a quick check of "upscmd -l" shows that some commands are
"unavailable". Not sure if that's intended or what.

test.battery.start.quick - Unavailable
test.battery.start.deep - Unavailable
test.battery.stop - Stop the battery test
load.off - Turn off the load immediately
shutdown.return - Turn off the load and return when power is back
shutdown.stop - Stop a shutdown in progress
beeper.on - Enable the UPS beeper
beeper.off - Disable the UPS beeper

Anyhow, my command-throwing exploits follow. Beware, there is a bunch of
log text pasted below, but I thought it better than to attach two
different log files to this message. Once I am actually on-site, I will
try the other noisier / more dangerous tests.
