well, things are tracked within the project (ie Debian, Ubuntu, ...)
and even backports can be handled through these project's infra
(Ubuntu PPA, Debian www.backports.org, ...). Now, once again, these
packaging files not only need to deal with the according NUT version,
but also with the system's specifics (ie dependencies availability).
And this tends to make the things quite hard for us as an upstream.

In conclusion, I 2nd the removal of *all* the packaging from NUT
sources, and the delegation of these packaging tasks to the various
distro. The only point is to document, or point documentation, on how
to install these packages.
And there is still some work to be done here from our distro fellows!

As a side note, I will have some work in putting Debian packaging
files under SVN RCS control.
Ubuntu will also soon push a project to consider its packaging
complement as a branch of Debian's one.
So this will make things easier to track packaging under these distro.
As another note, most distro use RCS to track packaging evolution.
