[Nut-upsdev] New driver for UPSes manufactured by Voltronic Power

I've added a flag so that you can choose to shutdown & stayoff instead of
the standard shutdown & return when the UPS is shutting down (FSD).
I found a NUT user who has one of these UPSes - an Atlantis Land HostPower
- A03-HP851 (

that should be a Voltronic Power Prosine 800 (

and has an USB port (

If this isn't against your netiquette I'll necropost his thread to see
if he can/wanna do some testing for the usb version of this driver.
