I have never installed the Windows version of NUT, but if there isn't any automated configuration file creation in the installer, I'd say you would need to create at least an ups.conf, something like the following:

[tecnoware]
	port = auto
	driver = blazer_usb
######

and start at least the driver. (Setting up the upsd side will allow you to see whether the stats are working as well.)
