No, because a router does not have a shutdown procedure. Therefore,
there is no "unsafe" way of shutting down a router - you simply unplug
it. In other words, just attach the router to a UPS, and do nothing. 
The UPS will supply power as long as possible, and as soon as
possible, and no driver is required.
