Have you tried the default "Trust" protocol?

Are you sure that the serial cable is appropriate for sending commands
to the UPS (as opposed to contact-closure signalling)?

You could try running the driver as follows:

   strace -o /tmp/powercom.log -f /lib/nut/powercom -a powercom -DDD

The logfile '/tmp/powercom.log' will help narrow down which code path
is returning '-1'.

Bear in mind that I do not know anything specific about this driver.
