Yes it is only to be run on a communication port.
It uses contact closure signaling. Look at the contact-closure.txt
in the docs directory.

In the driver list it say
"Powerware"	"3110"		""	"genericups upstype=7"

Read the manpage for genericups. In the ups.conf you need to set
upstype=7
