mea culpa: I should have listed udev as a Depends *and* Build-Depends.
since the pbuilder wasn't informed of that need, udev hasn't been
installed at build time, and so NUT autoconf process simply discarded
the need to generate and install the rule file.

As told, 2.2.0-2 is underway... and should be out tomorrow in Sid.
