Because it isn't. If a UPS is reporting that the line voltage is
present, it can't be critical. See the FAQ. If the UPS is reporting
bogus data, there is nothing we can do about it.

No, OB+LB is the only thing that can make a UPS critical. Changing this
to OL+LB as well would break many systems where this is a transient
situation after returning from an extended power outage and the
batteries just starting to be charged.

If you want to deal with this yourself, use 'upssched' to trigger a
forced shutdown after the system has been discharging the battery and/or
has seen the low battery indication for 'x' amount of time.
