[Nut-upsuser] Tripplite OMNIVIS1500XL Connection Refused

- Yes all the nut.debs have been uninstalled.
- tripplite_usb  not running *was* the problem.
  The script that was supposed to start upsdrvctl was broken and because all
  the messages were directed to /dev/null I didn't see the problem.

Once I fixed the startup script everything is running well.
