[Nut-upsuser] Things seem to be working but upscmd does nothing

Note that you have a typo error.
the directive is "upsmon master", not "nutmon master".
moreover, as Arjen stated, you need to tell if/what the NUT user can do.
the prefered way is to have a separate user for this, like:
[admin]
password = dummypass
actions = SET
instcmds = ALL
