I did find an error in the /etc/nut/upsd.conf where I had the Reject ALL command in there and thus the error in the syslog indicating NOT Listening on 127.0.0.1. I cleared out the command. Below is my current setup:
/etc/nut/nut.conf
MODE=standalone
/etc/nut/upsd.conf
LISTEN 127.0.0.1 3493
/etc/nut/upsd.users
[local_mon]
password = Ben_Bova1982
upsmon master
/etc/nut/upsmon.conf
MINSUPPLIES 1
SHUTDOWNCMD "/sbin/shutdown -h now"
POLLFREQ 5
POLLFREQALERT 5
HOSTSYNC 15
DEADTIME 15
POWERDOWNFLAG /etc/killpower
RBWARNTIME 43200
NOCOMMWARNTIME 300
FINALDELAY 5
MONITOR omni at localhost 1 local_mon Ben_Bova1982 master
/etc/hosts
127.0.0.1 localhost
127.0.1.1 bidfax.utpa.edu
129.113.13.16 bidfax.utpa.edu
I deleted all processes for usbhid and ran the following two commands:
sudo upsdrvctl start
sudo /etc/init.d/nut start
upsc omni now produces results
> upsc omni

Ok, I commented out the ACL settings in the upsd.conf file and set to Listen 127.0.0.1 3493 and restarted NUT. Now the syslog shows this:
Jul 10 10:58:45 bidfax upsd[6049]: REJECT in upsd.conf is no longer supported - switch to LISTEN
Minor issue. Neither ACL, ACCEPT or REJECT should be in upsd.conf anymore.
Jul 10 10:58:45 bidfax usbhid-ups[6048]: Startup successful
Jul 10 10:58:45 bidfax upsd[6049]: not listening on 127.0.0.1 port 3493
Make sure there is no other instance of upsd running and that you have full access to the localhost / 127.0.0.1 socket. This often isn't the case if you're running a virtualized system.
Also note that /etc/default/nut has been replaced by /etc/nut/nut.conf
putting "MODE=standalone" should suit your needs.
cheers,
Arnaud
