It appears that it makes it all the way to powering off the computer during shutdown instead of having the UPS turn off power to the computer and then restoring it later after main power is back.

I have the same problem with a CyberPower 425VA. I don't believe the
problem is the UPS - I believe it's the shutdown sequence.

As far as I know, your UPS should work fine. The problem here, as you
noted, is that instead of the UPS being instructed to cut power to the
computer, which would then make it turn itself back on when power was
restored, the computer completes a full shutdown. Since power is never
cut, the computer never turns itself back on.
My tests on Ubuntu have shown that there is something in the shutdown
sequence that stops the "/sbin/upsdrvctl shutdown" command from running
- I haven't yet been able to isolate it further. If you run this
command just from a normal shell, power will be cut to your computer
immediately. But, when it is run as part of /etc/init.d/ups-monitor
during the halt procedure, it fails and shutdown completes normally,
which we do not want.
I will be running more tests today since I want to get this working,
I'll post again if I find out anything else.
