[Nut-upsuser] Timer doesn't appear to start

The NOTIFYCMD command points to /sbin/upssched, but your command
sudo ls -alt /home/nutmon
showed that upssched is in directory /home/nutmon.
What does command ps -elf | grep -E 'nut|ups[dms]' report when upsd is running ?
