[Nut-upsuser] [EXTERNAL] Tripp Lite "Remote Shutdown" when USB cable is attached

I have not figured this out yet. It makes it more odd that my tests don't reproduce the issue (I just ran a few quick tests again) and we're not hearing it from more users (although it seems like at least one more on serverfault: https://serverfault.com/questions/858267/network-ups-tools-nut-causing-ups-to-reboot. I'm probably missing something so I'm going to restate what I think we know and ask some questions.

REMOTE SHUTDOWN means the UPS got a signal either via USB, serial, network card, etc to shut down. In these cases we've already confirmed it is USB.

* From your tests, can we completely rule out NUT as being directly involved? i.e. if NUT is not installed or does not start up on boot, does the REMOTE SHUTDOWN still occur? (seems likely based on timing?)
* Adam: your kernel version is  5.4.78-2  based on this thread
* Charles: What is your kernel version? (if you can provide uname -a that works)
* Kernel version I tested was 5.4.0-65
* The issue only occurs on reconnection of the USB cable or restart of the operating system (i.e. NOT disconnection or shutdown)
