[Nut-upsuser] frequent COMMBAD/COMMOK notifications (every 3-6 minutes)

FTR, the reason I did the firmware updates was so I could move to SNMPv3
monitoring. I made that change about two hours ago and haven't seen a
COMMBAD message since so perhaps this problem is solved.
