This is a part of the heartbeat intended to assure that communication between
upsd and upsmon is effective. No UPS is involved. Every 600 seconds an 11
minute timer is reset before it runs out. If it were to run out, the
installation is broken. See https://rogerprice.org/NUT/ConfigExamples.A5.pdf for

The heartbeat doesn't need this. It's just noise.

Normal. The heartbeat doesn't involve any specific UPS.
