[Nut-upsuser] NUT spamming with suspend/resume messages

FWIW I noted this too a few times, mostly on a Raspberry PI busy with the
build farm tasks - logged as
https://github.com/networkupstools/nut/issues/3405

Interesting to see reports from non-Linux platforms, maybe the trouble is
not in the systemd inhibitor then.

Maybe a delay is too impatient, or possibly a misleading message is
attached to otherwise correct criteria of skipping too many polling cycles
so it becomes a danger of an outage (FSD).
