Why do we need this dbconfig-common?? That is completely irrelevant.

The problem is that ceilometer.conf comes broken "out-of-the-box"!

Please provide a debconf template to ask for this. Or just don't run
whatever-it-was that kept trying to connect to a MongoDB on localhost.
