Thanks for the great input! I have a question to discuss: how would you suggest the choice should be made between OSS and proprietary software?

Should we take the Italian approach of always prescribing the use of OSS unless there is no other choice but to use proprietary products?

Or should we go for the Danish approach where it is judged based on value for money, taking into account the Total Cost of Ownership?

Do you know that we have an open-source software (OSS) strategy since 2000 at the Commission? It has been reviewed several times since then and this year we are revising it for the following period (2014-2017). In parallel with a formal study and consulting top-level managers, I would like to initiate an open discussion on this subject here. You can find the current strategy at http://ec.europa.eu/dgs/informatics/oss_tech/index_en.htm . When posting, please remember that the strategy is a high-level document talking about the use of OSS inside our organisation (not in Europe as a whole). Also, we are not talking about individual products or vendors.
