[Piuparts-devel] testing transitional packages

Hi,

are there some guidelines how transitional packages should behave?
Do they need to be installable?

example (from sid):

Package: libselinux-ruby1.8
Source: libselinux
Version: 2.1.9-4
Depends: ruby-selinux
Description-en: Transitional package for ruby-selinux

Package: ruby-selinux
Source: libselinux
Version: 2.1.9-4
Replaces: libselinux-ruby1.8
Provides: libselinx-ruby1.8
Depends: ruby | ruby-interpreter, libc6 (>= 2.4), libselinux1 (>= 2.1.9)
Conflicts: libselinux-ruby1.8
Description-en: Ruby bindings to SELinux shared libraries

libselinux-ruby1.8 is not installable in sid (and therefore not testable
by piuparts) - is this allowed? And if not, whats the correct severity?
