my feeling is yes, as this seems to be a way to force removal of transitional 
packages on systems... but... I'm not sure, so hello -qa@ ;-)

if it's allowed, then it's wishlist. (btw, do we have some automatism to 
detect useless transitional packages?), else serious, as every package has to 
be installable.
