there is at least the "ultimate catch-all rule" "packages should be good 
citizens" (and eg clean up after themselves...)

In general I recommend to discuss this on -qa@, -policy@ or -devel at l.d.o, the 
piuparts list should rather be used for discussions *how* to implement things, 
and not *whether*. (well, from a policy POV.)
