Unfortunately, perl-base is not sufficient.

No, we use File::Path, File::Basename, File::Find and Text::ParseWords —
none of these is in perl-base.

I see. Given the circumstances, would you be willing to make
init-system-helpers pseudo-essential even though it pulls in perl?
