The initial problem was a debsums failure. I tracked it down to
cdebootstrap-helper-rc.d. Then I attempted to come up with more
examples.

It exists inside the cdebootstrap package. It is installed by
cdebootstrap when creating a chroot.

piuparts claims to cooperate with pbuilder. pbuilder claims to cooperate
with cdebootstrap. So when pbuilder is advised to use cdebootstrap,
piuparts fails to work with pbuilder. Clearly that's a bug. I do agree
that this is not the usual configuration. Lowering severity accordingly.

We discussed that bug on irc. At that time you agreed it was a bug and
you did not point out that using cdebootstrap is unsupported. I am sorry
if I failed to encapsulate all the relevant detail in the initial
submission mail and hope that this mail gives some clarity.

Not sure how we should handle this. There is nothing wrong when using
pbuilder with cdebootstrap. It just starts breaking when combining these
three parts. Maybe document it somewhere explicitly, that a specific
pbuilder configuration is required? Maybe ask cdebootstrap to use a
different mechanism? Maybe just pick the policy-rc.d script that is
shipped by cdebootstrap anyway?
