Right. I do remember this now, as well as our irc conversation about it. When I just looked at this bug, I had forgotten about this...

Something like this, yeah. Probably maybe just override /usr/sbin/policy-rc.d with our version.
But I also have the feeling this "piuparts supports pbuilder" thing should be documented better. And piuparts should probably just pick up a pbuilder base.tgz if it finds it...
