Looking at install_packages_by_name() now, I dont think this is the case: 
install_packages() uses ignore_errors=True, while install_packages_by_name() 
does and this was what causes this error in the first place. So I think 
install_packages_by_name() is fine...

That we should do... do we have a known example for this problem to confirm?
