[Piuparts-devel] Piuparts cannot-be-tested - perl related?

testing migration of sdb is blocked by
https://piuparts.debian.org/sid/source/s/sdb.html
My theory is that this might have been a spurious error due to the amd64
perl packages being in unstable before the -all packages were in unstable
(the apt error message is not really helpful in such cases).
Can you reschedule sdb?

Does it actually make sense to treat cannot-be-tested as blocker for
testing migration? Looking at [1] the valid cases are dependency
problems that are anyway blocking testing migration since being
able to install the package is what britney already checks.
