ENOTIME right now, so this will be terse.

Remark: "cannot-be-tested" is /only/ a blocker if the piuparts test for
testing is pass. It was a way to avoid unintentional regressions. I am
happy to discuss whether it outweighs the "costs" (later when I have time).
