They were run with a chroot having util-linux -1 installed, upgraded to -2.
Since fdisk was installed, piuparts did not install it and therefore did
not remove it again.
After the chroot was recreated with util-linux -2, the fdisk -2 test
would have failed, too.

Oh, it's the Important: yes

Please file a bug against apt to stop wasting developer time with
misleading messages about removing essential packages.

Why does fdisk need to be Important: yes?
If I manage to remove init, mount or e2fsprogs (these are Important:
yes, too), I will(/may) render a system unbootable. But fdisk?

We already have to handle init specially in piuparts to allow for its
removal ...
