[Pkg-alsa-devel] Bug#247842: alsasound init script should run even when modules are present

'/etc/init.d/alsasound start' refuses to run if /proc/asound exists.
This is incorrect, since even if the drivers were loaded (by PCI
hotplug or any other facility; it's unclear why alsa-utils tries to
load drivers with those facilities in place), their init scripts (in
/etc/alsa.d) were not run.
