[Pkg-alsa-devel] Alsa-plugins & Alsa-tools 1.0.24

Alsa-plugins: Two Ubuntu-only patches only:

  * lp485488.patch
    - Applied upstream
  * lp464008lp503174.patch
    - Dropped, upstream has a different/better solution in 
c20d516e229620129ee20175d8fee8511cc3a4bd.

Alsa-tools:

Nothing of relevance changed upstream, all five patches stay.
One patch was ubuntu-only: fix_envy24control_alsactl_location.patch,
which changes the path from /usr/sbin/alsactl to /sbin/alsactl. I think 
this makes sense for Debian to pick up as well?

Notes:
  * Alsa-tools depends on qt3 which is deprecated.
  * Needs build-dep on libasound2-dev 1.0.24 or hdspmixer won't build.
