So this rules out the orca question indeed. Is pulseaudio running on the
installed system? (Normally that shouldn't be happening with a text-only
environment, but better make sure).

What do you mean by "static sounds"? What does it sound like?

You could use aplay from alsa-utils on a .wav file.
