I don't really get what you mean.

* Assuming that AppArmor users are equally likely to install
  apparmor-utils on testing/sid as they are to install it on Wheezy
  (maybe this is what you're actually contesting?)
* Given that users who have apparmor-utils installed will have
  python3-apparmor installed if, and only if, they're using
  testing/sid.

=> the (python3-apparmor installations / apparmor-utils installations)
ratio should be a good estimate of the (testing/sid / total)
users, no?
