That is because it's simply a self signed certificate. You may as well
drop SSL and go to http://apparmor.451f.org/

The contribute page is meant for people who want to help to the
pkg-apparmor team. Maybe this should be made clearer.

I will also add a section about adding new profiles / contributing to
upstream.

In short, as intrigeri pointed out, the idea is to propose your profiles
upstream, so all distros can use and improve them. That means, following
this process described on the blog (see link in last paragraph) AND/OR
sending patches to the upstream mailing list for review.
