[pkg-apparmor] Bug#917962: initscript lacks implementation of aa_log_action_start() and aa_log_action_end()

Since 2.13.2-2 the initscript uses the upstream rc.apparmor.functions
shell library, which expects its consumer to implement a bunch of
logging functions. As reported initially on
https://bugs.debian.org/917874#11, our initscript does not implement
that interface.
