[pkg-apparmor] Informing users about AppArmor in Buster

Hi!
the Debian wiki page about AppArmor currently seems a bit outdated.
It states the goal to enable AppArmor by default on Buster (formerly sid
cycle). [1] I think it would be useful to write another message on d-d-a
for example and link to it from the wiki for the release of Buster. With
the aim that users who are not super power users know that this is now
indeed enabled by default, and how it works (like how is it enabled by
default), and point them to documentation where they can learn about
adding local rules for example. Mostly my idea would be to make it easy
for people to find documentation about this, and the Debian wiki seems
like a good place. Happy to help with that.
