It depends on a few things, e.g. if people who are DM rather than DD
want to work on the package, a team could potentially provide useful
mentoring

On the other hand, if we have too many team packages then it could be
difficult to co-ordinate and we could drown under the weight of the
email notifications.

It probably works best for packages that use a common workflow too (e.g.
using git-build-package)
