I don't think there's any documentation specific to Bacula packaging
workflow.  You can read the official debian developers guides, that
probably would be a good start.

I've been in the same spot some time last year, you can browse through
mailing list archives from last year; I found other people in the
group to be very helpful and managed to work my way through.
