Yes. This is the change between 5.2.6+dfsg-7 and my proposed

I figured that the libpq-dev dependency does not need to be changed
since it does not result in a versioned dependency in the binary
package. The same goes for debhelper.

I just tested installing the resulting binary packages in a squeeze
chroot: The postgres-reladed packages could be installed without any
dependencies that were specific to squeeze-backports.
