Yes, you should set the defaults in the init script (not in
/etc/default/FILE) just like you do for $CONFIG.

OK. Please, no more double settings like this:

    # CONFIG="/etc/bacula/bacula-fd.conf"
    CONFIG="/etc/bacula/bacula-fd.conf"
