I have to admit, I did not even recognize a rule there. :-)

Is the following advice reasonable? If yes, it may be worth adding to
the "Contribution" document.

"In order to maintain reproducible and stable conditions for the package
keep the number of build and installation dependencies that can only be
satisfied through the backports archive to a minimum, preferrably zero.
Avoid removing or downgrading dependencies that would disable features
or break compatibility with the testing package on distribution
upgrades."
